1) Look for updates from Windows, specifically KB4051963
2) If that update is installed, run the CMD with Admin privs and run sfc /scannow

This should fix any damaged files within C:\WINDOWS\SYSTEM32\

If that does not fix it, a refresh on windows might be the best option.
