INC-5.2 has failed to deliver a Global Plastics Treaty. But it's not over.
What has become clear in Geneva is that consensus won't deliver a meaningful treaty. A handful of countries - most of them oil producing nations - guided by short-term financial interests and not by the health of their populations and the sustainability of their economies, have blocked the adoption of an ambitious treaty.

More than 100 countries - the VAST majority - sought to deliver a treaty that addresses the scale of the crisis. That this ambition can be derailed by a minority of powerful petrostates and lobbysits shows this process is broken, and a way forward requires major overhaul.

1️⃣ A new study published in Communications Earth & Environment reveals a stark reality: in 2022, only 9.5% of total plastic waste was recycled—even as global #plasticproduction surged by 8.4% in the same year.
3️⃣This narrative not only deflects attention from the root causes of the crisis but also protects a system in which plastics—largely derived from fossil fuels—remain a critical revenue stream.
“If it wasn’t for Saudi and Russia we would have reached an agreement here. Quite a bit of progress has been achieved,” said one European negotiator at #INC5.
“If this wasn’t the last planned meeting, this would have been seen as a great success,” the negotiator added.

Today, 5.3% of global greenhouse gas emissions come from plastic production. On current plans, that figure will double by 2050. The production of petrochemicals and plastics is expected to be one of the largest growth drivers of oil demand to 2050.
The oil and gas industry and the petrostates have attempted to delay negotiations on the Global Plastics Treaty from the very beginning. It’s time for countries to stand firm and adopt an ambitious treaty that includes capping plastic production.
