What is known is that on July 6, Russian Interior Minister Vladimir Kolokoltsev arrived in New York to participate in the 2026 UN Chiefs of Police Summit, according to the Russian Mission to the United Nations. “Russian Interior Minister Vladimir Kolokoltsev has arrived in New York to participate in the Fifth UN Chiefs of Police Summit,” the mission wrote on Telegram.
However, it remains unclear why the aircraft later traveled to Washington, D.C., as well as why Russian war criminals are allowed to travel to the U.S.
