7/7/16 - hard to believe it has been 10 years. Nice luncheon where the surviving families were recognized, somber ceremony, & great time talking with folks afterwards at Gilley's. All of these events and personal connections help with the healing for surviving families & officers. π
The city has issued a notice to the property owner to clear the encampment. They have 7 days. If they don't do it, the city will clear it.
If you care about the homeless, you wouldn't want them to live this way. If you care about our city, you wouldn't want us to tolerate this.

@DFWPol Private property owners are responsible for ensuring their property is safe, clean, and follows city code. If I owned that property, I'd have fenced it, kept active security cameras, and filed a Criminal Trespass Affidavit so DPD could remove the people from my property.

The city council didn't know in advance about staff furloughs. This is a significant management and budget transparency problem.
At the planned budget briefing on June 17, there is no mention of it in the presentation, and we had no warning of it in city memos, or other mention at any point in the year.
What you can see in the budget presentation (link below) is both property tax and sales tax revenue have increased dramatically during the last 10 years.
When you look at the numbers in the presentation, you may wonder, if the city is taking in more sales tax dollars and more property tax dollars, why is there a budget issue?
The primary answer is the number of employees. Not the number of "positions" as repeatedly shown in the presentation - the actual headcount.
The City of Dallas FY2020 Comprehensive Annual Financial Report (link below) contains a schedule titled βHeadcount of City Government Employees by Function/Program.β
The FY2020* headcount: 12,445
The FY2025 headcount: 14,021

*FY2020 is the first budget approved by the Mayor & 5 most senior Councilmembers.
The reality is our city population has grown very little in this time, and there is no justification for this large employee growth. Technology should have lowered our staff headcount, not increased it.
Though some say they care about fiscal responsibility today, there is an actual permanent voting record that is less subjective. Each of these actions is recorded:
1. Votes in support of the budget year after year?
2. Submission of budget amendments annually to the city manager's proposed budget to lower costs? If yes, how many? How much would have been saved?
3. Votes in favor of budget amendments presented that would have lowered costs?
4. Votes throughout the year for agenda items that included unnecessary spending?
5. Vote to give staff more authority to spend without oversight and transparency?
