The President executes laws.
The courts interpret laws.
States retain significant powers of their own.
The idea was that no single person or branch could easily impose its will on everyone else.
For example:
A bill can pass one chamber and die in the other.
A President can support something and Congress can refuse to fund it.
Congress can pass something and courts can block it.
Federal policies can run into state resistance.
States can run into federal limits.
