@mtracey Intelligent people can be mentally ill. They are often better at hiding it. I'd be really curious what people who knew this individual would say about him. I'm also curious if he has any criminal or medical records that could shed some light on this.
Here is what should happen: the developers of these unwanted condos lower the price to what people are willing to pay.
The purchasers now have an affordable home, or a place they rent for cheap.
The developers lose money, sending the market signal that you shouldn't build that type of housing unless you can do it much cheaper.
The developers lose money. They might even go bankrupt. That sucks, but that is business.
Future developments are more suited to what people want and are willing to pay.
The taxpayer doesn't pay for any of it.
This is what the market is good at, and the government absolutely sucks at. Let the market do its job.

@Martyupnorth Yes, we pay taxes on used cars here in Ontario. For some, it's a game of seeing how low a price we can claim we paid at service Canada when we register the vehicle.
Hypothetically, a crazy person offers you $1 million for 1/1,000th of the equity in your house.
You still get to live there. They just own a tiny piece and hope it goes up in value.
You take the deal.
Congratulations, your house now has an implied valuation of $1 billion.

Do you have a billion dollars? No.
If the government wanted to tax you on your unrealized gain is there a money dollars to take? No.
