@TheCityofSac Regardless of the “reason” for the sweep, the action and the end result is the same. People who are already unstable due to their displacement are further displaced. Their instability is increased as their Navigators and other workers are unable to locate them to provide services

@TheCityofSac consistently changes the codes used as the basis for sweeps in an effort to obfuscate their violence. While they say they no longer enforce the anti-camping ordinance, they are making moves to enact no sit/lay ordinances. They use code enforcement and zoning law
