1. I/we wish to formally object to the above Reserved Matters application. While the principle of development was established under the 2016 outline permission, this application is incomplete, relies on outdated evidence, raises major infrastructure, environmental and financial uncertainties, and carries significant risks of unregulated piecemeal development. It fails to comply with current national and local planning policies, and should not be approved until all required information is fully provided and verified.
2. No Confirmed Water Supply, Critical Infrastructure Failure
This application contains no formal, up‑to‑date written confirmation from Dŵr Cymru Welsh Water, the statutory water and sewerage undertaker for Wales.
The proposed development includes 500 lodges, retail units, bars, restaurants, and a large tropical indoor swimming pool, a scale of demand far greater than anticipated in the original 2016 outline submission. The following essential information is entirely missing:
• No written statement confirming the existing water mains network has sufficient capacity to meet this increased demand;
• No formal connection agreement under Section 48 or Section 102 of the Water Industry Act 1991;
• No assessment confirming Holyhead Wastewater Treatment Works can handle the additional foul sewer flows;
• No updated Water Resources Assessment compliant with current drought management rules, climate change guidance, and NRW standards.
Any references to 2016 data are now obsolete. Over 10 years, network conditions, regulatory requirements, and environmental constraints have all changed. Phrases such as “no objection in principle” do not constitute proof of actual, available, long‑term supply.
Policy Ground: Without clear, current confirmation from Dŵr Cymru, the scheme is not deliverable. It fails Planning Policy Wales, TAN 15: Development on the Coast, and the Isle of Anglesey Local Development Plan.
3. Outdated Protected Species Survey. Incomplete Ecological Evidence
The most recent red squirrel survey submitted is dated July 2024. This is now 23 months old, which exceeds accepted industry and regulatory standards.
Under guidance from CIEEM (Chartered Institute of Ecology and Environmental Management), Natural Resources Wales (NRW), and TAN 5: Nature Conservation and Planning, ecological surveys are only considered valid for a maximum of 12 to 18 months. After this period, they no longer provide a reliable baseline.
Red squirrels are a European Protected Species and a Section 7 species under the Environment (Wales) Act 2016, receiving the highest level of protection in law. Anglesey holds one of Wales’ most important populations, and their distribution and activity can shift over time.
This is a Reserved Matters application, which now defines the exact layout, tree removal, construction zones, and habitat changes, far more detailed than the original outline permission. Impacts cannot be properly assessed using data that is now over two years old. No updated survey, nor a revised mitigation and protection plan agreed with NRW, has been provided.
Policy Ground: Outdated ecological information means the application fails to demonstrate no significant harm to protected species. It contravenes Planning Policy Wales, TAN 5, the Environment (Wales) Act 2016, and the Wildlife and Countryside Act 1981.

📢 IMPORTANT UPDATE: MORE TIME TO OBJECT – RM/2026/2 Penrhos Coastal Park.

Following yesterday’s email from Sion Hughes, Senior Planning Officer at Isle of Anglesey County Council, the deadline for submitting comments and objections on application RM/2026/2 has been extended.

Comments will now be accepted right up until the date the Planning Committee deliberates on the application, so we have much longer than the usual 21 days.

✅ PLEASE NOTE:

You do not need to rush to submit your objections.

The Save Penrhos administration team will be publishing a letter shortly, drafted with proper legal and planning reasons for objection.

BUT THIS LETTER MUST NOT BE COPIED VERBATIM! YOU MUST USE YOUR OWN WORDS.

Why this matters:

Comments must be based on planning policy and legal grounds, statements such as “it’s a lovely place”, “I walk there every day”, or “there are red squirrels” are important, ( important to us yes!), but on their own they do not count as formal reasons to refuse the application. They must be all legal.

The letter we provide will include all the correct policy references and valid concerns, including the removal of public access, outdated surveys, infrastructure gaps, and viability issues, so your submission carries full weight.

We’re selling bright yellow ribbons to tie around a tree. a living tribute to anyone you love:

Why should we object?

The environmental impact of this proposal is significant. We are concerned about:
