International Review Committee sent the Government of Taiwan a List of Issues on ICCPR & ICESCR state report. With regard to ICCPR Art. 7, the IRC asked Taiwan:

The forced labour and exploitation of migrant workers on deep-sea fishing vessels is a fly in the ointment of the democratization process in Taiwan. Migrant workers (mainly from the Philippines and Indonesia) must often work several months in inhuman conditions.

Given the lack of free will to leave, it is also an interesting academic question whether the fishing vessel could be considered as a “detention place” and thus be subject to regular monitoring by the NPM.
