8. Has the COVID-19 pandemic led to restrictions on the right to personal liberty? If so, which?
9. Have prisoners and detainees been affected by COVID-19?
International Review Committee sent the Government of Taiwan a List of Issues on ICCPR & ICESCR state report. With regard to ICCPR Art. 7, the IRC asked Taiwan:
1. Have you already establish a specific crime of torture?
2. Have you already establish an NPM?
6. Explain why a moratorium on executions cannot be achieved overnight as has been the case in numerous other countries in all world regions?
7. Provide statistics on the number of children deprived of liberty.

Happy to announce my new paper on Taiwan's ombudsman institution Control Yuan as #NPM and #nhrc https://t.co/OwE3VyH2Ii Given that #opcat has not yet been ratified, I hope it will help Taiwan authorities a little in ongoing consultation process.

Dears NHRC-NPM friends,

The forced labour and exploitation of migrant workers on deep-sea fishing vessels is a fly in the ointment of the democratization process in Taiwan. Migrant workers (mainly from the Philippines and Indonesia) must often work several months in inhuman conditions.
Session 2: Fishermen’s Rights─FOC and Brokerage System
Wang Yu-Ling (王幼玲), NHRC Taiwan
Wang Mei-yu (王美玉), Control Yuan
Hsin-Huang Michael Hsiao (蕭新煌),
Moffy Chen (陳瓊妤), Greenpeace Marine Project
Chih-Sheng Chang (張致盛), Fisheries Department of the Executive Yuan
Given the lack of free will to leave, it is also an interesting academic question whether the fishing vessel could be considered as a “detention place” and thus be subject to regular monitoring by the NPM.
