Quite right. 'Reserves' isn't like a holiday fund to use on just anything - the majority is correctly 'reserved' for serious rainy days & there are rules about spending it. I would rather use all the money to be spent by Welsh Govt on 36 more MS's first than touch the 'reserves'.
