• Binance and HTX allowed to begin process for local exchange licenses

Binance has full visibility into everyone's orders and liquidations. When they see fear in the market, with bids being pulled and positions closing, it creates an opportunity for the cartel to step in, accumulate at lower prices, and force the market higher, making weaker hands buy back higher.
