about $7.134 billion went to temporary residents, protected persons, and other non-citizens, after permanent residents were excluded. Over the same period the program paid out about $241.5 billion in total, so this group was roughly 3 percent of CCB spending.
The reported yearly path matches the rise in temporary residents:
• First year of the program: over 60,000 recipients, more than $318 million.
• 2024: over 160,000 recipients, nearly $1.17 billion.
• First nine months of 2025: about 188,000 recipients and over $1.2 billion.
Separate CRA figures line up with the same pattern. Temporary residents alone received about $1.35 billion from 2020 to 2023, and a later House response put temporary-resident CCB at more than $1.1 billion in 2025 (about $3 billion over 2021–2025). The Parliamentary Budget Officer has also noted that non-permanent residents receiving the CCB nearly doubled between June 2023 and June 2025, while still being about 4 percent of recipients.
What the headline compresses:
• It is the Canada Child Benefit, a tax-free monthly payment to the parent, not federal daycare or the national child-care program.
• “Non-citizens” here does not include permanent residents. Landed immigrants are a much larger share of CCB. In 2023, for example, CRA records put citizens at about $18.8 billion, permanent residents at about $6.3 billion, and temporary residents at about $369 million.
• These payments are allowed under current law. A recipient, or their spouse, must be a citizen, permanent resident, protected person, or a temporary resident who has lived in Canada for the previous 18 months and still holds a valid permit in the 19th month. A refugee claimant who has not yet received a positive decision is not a protected person. The person must also be a resident of Canada for tax purposes and be primarily responsible for a child under 18.

So the $7.1 billion figure is a government number for CCB paid to non-citizens who are not permanent residents over roughly nine years. It is not evidence of an off-the-books payout, and it is not the full amount paid to everyone who is not a citizen.
