His parents can wait 3 more years, file an application when he turns 13, and in <6 months he will be a French citizen

Legally he is 100% French.
Ethnically he is 100% Arab.

Arab woman with French citizenship is not ethnically European but she is still a full French. No difference in front of the law between her and Marine Le Pen.

France DOES have conditional/delayed jus soli.

So, being BORN in France gives you the "ticket" at birth. But you have to wait until you grow up to actually use it.
US lets you use it immediately, France makes you use it later.
