Why not?
Only whitelisted institutions can do that right now.
There is a @trondaoreserve worth ~500M USD, which could be theoretically used to collateralize it.

Is it safe? For the time being, I’d say more yes than no. But the exit liquidity and total supply needs to be watched. Plus, there is no public address of the @trondaoreserve, so we’re are relying strictly on their Twitter annoucements.
