Honestly, this is still one of my favorite twists in the MCU because nobody expected it. In Civil War, Bucky reveals that HYDRA had five other super soldiers who were even more dangerous than him. They were basically elite killers who could tear a whole country apart, but the serum made them so unstable that HYDRA had to keep them frozen.

So you expect Steve, Bucky, and Tony to end up fighting five super soldiers. Instead, they get to the bunker and find all five of them dead in their pods. Zemo had already killed them while they were sleeping. He knew super-powered people would only cause more destruction, so he didn’t need to fight the Avengers himself. He used the bunker to reveal that Bucky killed Tony’s parents and let the Avengers destroy themselves from the inside.
