While the world watches TikTok dances, hundreds of thousands of people are being held in modern-day slave camps across Myanmar, Cambodia, and Laos, forced to run crypto scams, tortured for missing daily quotas, and raped. Most of the victims are Southeast Asians. Most of the bosses are Chinese. Beijing knows exactly where the camps are.
A February 2026 UN Human Rights Office report titled "A Wicked Problem" documented at least 300,000 people from 66 countries trafficked into cyber scam compounds across the Mekong region. Indonesians are among the most frequently named victims alongside Filipinos, Thais, Vietnamese, and Malaysians. They are recruited through fake job ads on Facebook, LinkedIn, and Telegram promising IT or customer service work. Once they arrive, their passports are confiscated, their families threatened, and their days governed by financial quotas worth thousands of dollars. Miss the target and face electric shocks, beatings, gun threats, or solitary confinement. Over 2,750 Indonesians were rescued or sought embassy assistance in a single wave following Cambodian crackdowns.
The industry generates an estimated $43.8 billion annually in the Mekong region alone. It is not crime operating in the shadows. It is an industrialized system built inside fortified compounds over 500 acres with armed guards, barbed wire, and AI-powered scripts, deepfakes, and targeting tools developed inside Chinese tech ecosystems.
Here is the CCP's specific role, and this is the part that rarely gets reported clearly. The networks are overwhelmingly run by Chinese transnational criminal organizations with roots in mainland China. Reports document bribes paid to Chinese Ministry of Public Security officials for advance warnings of raids. When cases go viral on Chinese social media and domestic pressure spikes, Beijing aggressively repatriates its own citizens, including executing some ringleaders in January 2026. When the victims are Indonesian, Filipino, or Thai, the networks thrive undisturbed. The UN report explicitly concluded that Beijing's selective cooperation is designed to maintain leverage over Southeast Asian governments, not to end the crisis.
China uses anti-scam coordination mechanisms like the Lancang-Mekong framework to embed its police and intelligence operations deeper into the region under the cover of fighting a problem its own criminal networks created and sustain.
The US DOJ Scam Center Strike Force has seized over $725 million in cryptocurrency linked to these networks since November 2025. It is winning individual battles. The industry keeps adapting, relocating, and expanding.
The CCP calls this "win-win regional cooperation." Its criminal networks are torturing people in cages across Southeast Asia while it decides which victims are worth rescuing.
