Petroleum prices are difficult to justify, culprit is the enormous Petroleum Levy — which is outside the divisible pool & hence govt opts to increase it. For every Rs100 collected through income tax, sales tax & customs duties, only Rs42.5 remains with the federal gov while 100% Levy remains with Federal govt.

Due to the failure to meaningfully widen the tax net and reduce govt expenditure, the burden of taxes and levies on citizens has continued to increase.

Though I disagreed with @MiftahIsmail earlier, I now believe a serious review of the NFC Award is also warranted to ease the growing pressure on ordinary people

Diesel is now Rs 520/litre. But according to publicly available government pricing data, the crude oil that goes into making this diesel costs only around Rs 167/litre at current international prices. The remaining Rs 353 comes from a pricing formula,one that calculates the ex-refinery price as if Pakistan were importing expensive finished diesel from the international market, even though roughly 70% of our diesel is actually refined locally from cheaper crude. This formula has resulted in local refineries being paid as if they imported a product they never imported, with the difference, estimated at around Rs 300/litre, flowing into refinery revenues rather than to the government or back to consumers. To make matters worse, the government mistakenly waived the entire Petroleum Levy this cycle,a relief of Rs 55/litre, yet pump prices still rose by Rs 184, because the formula-driven refinery component surged and absorbed every rupee of that relief.

The solution does not require any subsidy or below-cost pricing. It simply requires updating the formula: base the ex-refinery price on what it actually costs to produce diesel locally — crude cost plus a fair, transparent refining margin — rather than on the price of imported finished diesel. Independent estimates suggest this correction alone would bring the justified pump price to much lower. We urge the relevant regulatory authorities to review the current pricing mechanism, publish a detailed cost-versus-formula comparison, and ensure that any future price relief actually reaches the consumer.

No doubt, international prices have gone through the roof, and we need to align ourselves accordingly. However, using petrol prices to bridge the FBR revenue shortfall caused by poor performance is unacceptable. Charging the common man Rs. 161 per liter as a levy and around 24 per litre in custom duty making 185 per liter in taxes/duties is nothing but the height of incompetence. The FBR has failed to broaden the tax base, and the cost of this failure is being borne by everyone—regardless of whether a person pays zero direct tax, Rs. 1 lac per month, or even more.

Why should the common man suffer due to the incompetence of a department that has consistently been rewarded with perks, vehicles, increments, and bonuses? Why can it not be shut down?

People are effusive in their praise for Carney's speech, and for good reason.
The Canadian PM was refreshingly honest for a western leader when he admitted that Canada happily kept up the pretense of the 'rules-based order' and went along with the inconsistencies as long as it benefitted Canada, and the system was skewed against countries outside the charmed group.
Now that the 'order' has turned against his own country, Carney is calling it out.
Still, for a Canadian leader to point out that the emperor is naked is no mean feat.
