Caution Against Incendiary and Divisive Language That Could Lead to Political Violence

Security has noted with concern the continuous rhetoric by the NUP Presidential candidate calling upon his supporters to mob polling centers on Election Day, and thereafter march to the Capital Kampala. He also encourages his supporters to be prepared to confront the security forces because, in his view, the police and UPDF would be outnumbered on the ground.

This type of polarizing language is very unfortunate indeed. It is ill advised, toxic, shallow in logic, and dangerous. The security forces strongly condemn the spirit and message behind the call , and we contend that this must stop henceforth.

In the worst case scenario, those who incite violence and promote anarchy in the country by misleading the young of Uganda to violently confront the security forces will themselves not escape the outcome. The net effect will be a futile and zero-sum game with no winners, and contemporary examples abound in the world around us and beyond.

Further, and recalling our long history of instability, it is inconceivable that an aspiring national leader would seek to undermine the credibility of the country’s security forces, the foundation upon which everything else thrives.

The country’s armed forces, and the UPDF in particular are highly capable, organized, proficient and lethal. There is no threat we cannot deal with, and it will be very bad news for those who do not heed the warnings.

If the NUP leader is in doubt about the capabilities of our armed forces, he should consult the al-Shabaab in Somalia, the ADF and CODECO in DRC, or Joseph Kony and his defunct LRA in CAR, as well as other violent and negative groups in the region.

Therefore, the modern day Alice Lakwena’s, or the Kirumira Mutimas of the Ruwenzori region recently (who similarly confuse young people into reckless misadventures) have no place in Uganda’s progress and transformational journey.

We appeal to political leaders to look for votes peacefully and in accordance with the Electoral Commission guidelines and within the confines and spirit of the laws of Uganda.

In Dubai, UAE, representing His Excellency the President @KagutaMuseveni at the closing ceremony of the Uganda Dubai Convention 2025. His Excellency had been invited as Chief Guest, but due to earlier national commitments, he was unable to attend this year’s edition. I commend Hon. @millybabalanda for officially opening the convention. I am also grateful for the warm welcome received this morning from our committed embassy staff and members of Gen. @mkainerugaba’s PLU UAE team, led by the new interim Diaspora Affairs Coordinator, Mr. @rutashararaS .

I had the honor of representing His Excellency the President @KagutaMuseveni in Dubai at the closing ceremony of the 9th Annual Uganda–UAE Convention 2025 as Chief Guest , where I delivered his appeal to business men and women in the UAE on his behalf.

Below is H.E. Yoweri Kaguta Museveni’s full speech to the convention:

“Your Excellencies, distinguished guests, ladies and gentlemen, I am honored to represent and deliver this speech on behalf of His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, as we gather for the 9th Annual Uganda–UAE Convention—an event that continues to symbolize the strong friendship and growing partnership between our two nations.

This year’s theme, ‘Enhancing Trade, Tourism and Cultural Engagement,’ reflects the spirit of collaboration that defines our relationship. Over time, Uganda and the UAE have demonstrated how genuine partnership can transform communities, create opportunities, and drive shared prosperity. Our trade ties have strengthened, tourism exchanges have grown, and cultural bonds have deepened.

Dubai renowned for ambition, innovation, and global excellence reminds us of the immense opportunities ahead. Uganda, blessed with natural resources, a vibrant culture, and strategic positioning in East Africa, offers vast investment potential. The UAE stands as a hub of business brilliance and technological advancement. This convention reaffirms our mutual commitment to expanding these ties.

The Uganda–UAE Convention continues to strengthen diaspora engagement by transforming individual effort into collective action. It promotes partnerships in trade, tourism, real estate, technology, and more, while allowing us to address community challenges, celebrate achievements, and coordinate future development initiatives.

Over the next two days, we will explore ways to enhance bilateral trade leveraging Uganda’s agricultural strength and tourism potential alongside the UAE’s expertise in finance, logistics, and technology. We will also highlight the cultural richness both nations contribute, from Uganda’s music and dance to the UAE’s tradition of hospitality.

Strengthening these bonds benefits our economies and deepens the people-to-people connections that form the backbone of international cooperation. In today’s interconnected world, the Uganda–UAE partnership stands as a model for shared growth and strategic collaboration.

I look forward to engaging partners, identifying new opportunities, and laying the foundation for initiatives that will advance both Uganda and the UAE. Whether in trade, tourism, or cultural exchange, the possibilities are vast. With dialogue, respect, and a shared vision, our partnership will continue to grow.
