Water pollution and persistent infrastructure failure cannot continue without accountability. We must ask: How many criminal cases has @DWS_RSA opened for violations of the National Water Act? How many prosecutions and convictions have followed?

The time has come for the engineering profession to help hold all infrastructure stakeholders accountable, institutions and individuals alike, whether qualified or unqualified, for decisions and actions that compromise infrastructure, service delivery and the public interest.

This is why South Africa needs an independent Chapter 9 Engineer-General.

Water management expert Prof. Anja du Plessis says recent water challenges in Bronkhorstspruit have been ongoing for many years. This occurs against the backdrop of recent drinking water contamination in Makhanda, Tshwane and Bezuidenhout Valley in Johannesburg. Du Plessis says the community has lost trust in the municipality. What we need is a stronger culture of engineering activism, standing up for infrastructure, basic services and sound technical decision-making.

Activism can empower engineering practitioners to challenge unnecessary interference, defend professional judgement, and put engineering back at the centre of infrastructure delivery.

As Victor Kgomoeswana put it:

“It’s hard for a country to progress when its busiest professionals are lawyers and politicians, not engineers. Africa needs busy engineers, not just busy lawyers.”

The 2026 MTBPS @Treasury_RSA speaks of “laying a new foundation for growth and development.”

We say: Let that foundation be engineered.

Give every municipality strong professional engineering leadership.
Protect engineering decisions from inappropriate political interference.
Create clear professional accountability for infrastructure outcomes.
And establish an independent Engineer-General capable of scrutinising whether public infrastructure investment is actually producing the quality outcomes South Africans were promised.

Treasury can allocate the money. @ParliamentofRSA can provide oversight. Municipal councils can set priorities. But turning budgets into functioning water systems, roads, electricity networks and other infrastructure ultimately requires competent engineering leadership and accountability.
