Most of America for the past 100 years:

Blacks move into an area. Crime surges. Property values decline. Schools cost more to operate but results plummet. Law enforcement and social services are overwhelmed and break down. Whites flee the area. Blacks become the local elected officials and scandals, mismanagement, and corruption ensue. Blacks start leaving and chasing after the White people, leaving behind giant ruined areas.

Cycle starts again in new location. Whites afraid to say anything for fear of being called "racist."
