MDR could not legally be levied on UPI transactions under the existing law. The law has now been amended to enable the charging of MDR on UPI transactions.
That legislative amendment was the essential step. The remaining modalities such as the applicable rates, transaction categories, implementation mechanism and operational framework are matters for NPCI and the ecosystem to work out.
Therefore, speculation about the precise structure of UPI MDR at this stage is premature. The law has enabled it; the modalities are yet to be determined.
The Press Release by Govt is clear that MDR, "if any", will apply to limited set of merchants.
If we give credence to the speculative news... in your example... the weaver would be a small merchant and will not get covered. You pay 2k and he or she will receive 2k. No MDR. No impact. Same as yesterday.
However, if you buy a silk saree at Taneria for Rs 20k... Titan Company would be a large merchant and let us say 0.25% MDR in announced... you will pay 20k to Taneira ie Titan. Titan will received Rs 19950 after deduction of Rs 50. That Rs 50 MDR will get shared between all players in the Ecosysten involved in the transaction (may be two banks, two fintech and UPI) like Credit card fees which is shared between Visa/MasterCard and Bamks.
The unfounded fear is that Titan will increase the saree rate to Rs 20050 due to MDR. Do you realize how silly it sounds??
