@jossgarman Systems aren't 'broken'. They perform the function they are designed to perform i.e. 'maximise short-term profit & shareholder returns' - not 'minimise consumer prices' or 'maximise wellbeing'. Subject to a bit of regulation but the underlying mindset remains.

@Jonatha135113 Right, the marketing aspect is something I didn't cover in my thesis but I can see how it plays a role. I decided not to mention competence although I appreciate its crucial. My take is that if the incentives are strong enough, you would would see investment in competence.
@Jonatha135113 Great, thanks for clarifying. I get your broader argument. My point is, if you are specifying any PIR/phenolic/other materials that don't meet 'limited combustibility', you shouldn't be able to get past para 12.5 without a BS8414/desk st. Maybe 12.6 confuses that?
@Jonatha135113 Correct me if I'm wrong, but doesn't any cladding system involving materials that fail to meet the definition of 'limited combustibility' have to be subject to a BS8414/desk st? See Todd's report 5.2.45-46. So isn't this debate about panel specification irrelevant to PIR systems
