Akbayan Party on Tuesday declared “political dynasties a national disaster,” as massive flooding once again submerged communities and stranded thousands of motorists over the weekend despite years of flood-control projects and billions of pesos in public spending.

The party said the recurring disasters raise a fundamental question: How can Filipinos remain so vulnerable to flooding after billions have supposedly been spent to protect them?

The flooding along the North Luzon Expressway (NLEX) over the weekend further exposed the country’s failure to prepare for predictable flood risks. Thousands of motorists were left stranded for hours in areas where flooding hazards should already be known and contingency measures should already be in place. “Whether public or privately operated, critical infrastructure must have adequate flood mitigation and emergency-response measures. Filipinos deserve infrastructure that works and institutions that are prepared,” Akbayan President Rafaela David said.

Akbayan said the same pattern has emerged in Davao City during the July Habagat rains, as thousands of residents were displaced by flooding despite the city receiving one of the largest shares in flood-control allocations from 2020 to 2022. It said that these recurring disasters, despite enormous fiscal allocations, demand greater scrutiny of how flood-control funds are planned, allocated, and spent.

“Political dynasties are a problem for democracy. They are a national calamity, whose concentrated political power allows public resources to be controlled without meaningful accountability,” David said. “Those who influence where projects go and how public funds are spent should not be allowed to escape accountability when those projects fail.”

Akbayan called on the Senate to finally break the cycle of concentrated political power by passing a genuine and strong anti-political dynasty law that will prevent the capture of public office and resources by a few powerful families. “Panahon na para tapusin ang bangungot na ito. We need a law that genuinely limits the concentration of political power and opens Philippine politics to more Filipinos, not one that merely gives dynasties a new way to stay in power,” David concluded.
