डॉ. अंबेडकर जी को शिक्षा में सबसे अधिक सहयोग किसने दिया? एक ब्राह्मण ने और एक राजपूत ने। सयाजीराव गायकवाड़ तृतीय बड़ौदा (वर्तमान वडोदरा, गुजरात) रियासत के महाराजा थे और 1875 से 1939 तक शासक रहे। उन्होंने अम्बेडकर की उच्च शिक्षा में महत्वपूर्ण आर्थिक सहयोग दिया था।
* उन्होंने अंबेडकर को छात्रवृत्ति दी।
* इसी छात्रवृत्ति के सहारे अंबेडकर 1913 में Columbia University, अमेरिका उच्च शिक्षा के लिए गए।
* बड़ौदा राज्य की छात्रवृत्ति तीन वर्षों के लिए थी।

उसी तरह उनका दूसरा विवाह भी एक ब्राह्मण महिला से हुआ।
तो भाई, ब्राह्मण महिला से विवाह भी हो गया। उस समय आरक्षण भी नहीं था, फिर वे आपके समाज के सबसे अच्छे पढ़े-लिखे व्यक्ति बने। किस कारण से बने? दिमाग के कारण।

भगवान ने या बुद्धिजीवियों ने उनको इतनी बुद्धि दी, जितनी हमको-आपको दी। उसी दिमाग से उन्होंने इतनी डिग्रियाँ हासिल कीं। यह हीनता का भाव है कि आरक्षण के कारण इन्हें जातियों में डाल दिया गया और एक साइकोलॉजी डाल दी गई कि तुम बैकवर्ड ही हो!

तर्क: हमारे साथ 5000 वर्षों से डिस्क्रिमिनेशन हुआ। अतः आरक्षण सकारात्मक डिस्क्रिमिनेशन है और उचित है।

उत्तर: हिन्दुओं का नरसंहार मुगलों के समय में हुआ, बलात्कार हुआ, गाँव जलाए गए। यह 4-500 वर्ष पहले की ही बात है। तो क्या वर्तमान मुसलमानों का, उपरिलिखित तर्क से, नरसंहार उचित हो जाएगा?

इस पर तुरंत भीम वाले पगला जाएँगे कि ऐसे कैसे तुम आरक्षण के डिबेट में लॉजिकल बातें ले आते हो। आज तक ये 5,000 वर्ष का कोई भी प्राइमरी सोर्स ले कर आए नहीं। और उस समय किसने किया, क्या किया, मैं उसका लोड क्यों लेता फिरूँ?

जिन जातियों को आरक्षण से हटाने के लिए 1960 के ही दशक में सिफारिश हुई, वो आज तक टिकी हुई हैं लिस्ट में, सबसे अधिक आरक्षण खा रही है। जिन जातियों को मुगलों के समय में जमींदारी दी गई, वो आज ओबीसी लिस्ट में हैं।

यदि सरकार को लगता है कि ये सारे डॉक्यूमेंट प्रधानमंत्रियों के तकिए की खोली में रखे होते हैं, तो वो भूल जाएँ। ये सब सार्वजनिक रूप से उपलब्ध आँकड़े और तथ्य हैं।

‘व्हाइट पेपर’ तो लाना ही होगा। नहीं लाओगे तो हम निकलवा लेंगे या ऐसे आँकड़े रख देंगे जो तुम्हें और भी असहज करेगा।

एक बात संघ के लिए भी है: मूर्ख बनाना बंद करो ये सब लीक करवा कर कि ‘UGC पर तो हमें न उगलते बन रहा, न निगलते’। यह ऐसा स्तरहीन तर्क है कि सामने मिले ऐसा आदमी तो पूछूँ कि तुम्हारी बुद्धि घास चरने चली गई?

इसमें ‘उगलना-निगलना’ क्या है? सीधा वक्तव्य यह दो: “आज के संदर्भ में, जब विश्वविद्यालयों की दीवारों पर सवर्णों के नरसंहार की बातें लिखी जाती हैं, हर सप्ताह कब्र खुदने के नारे लगते हैं, तो यह मानना अनुचित है कि उनको लेकर जातिगत घृणा नहीं है। अतः उन्हें भी इस लिस्ट का हिस्सा होना चाहिए।”

तत्पश्चात्, इसमें एक और बिन्दु जोड़ा जाए: यदि कोई भी शिकायत झूठी निकली, उस पर दोगुना जुर्माना और जेल का दंड होगा।

ऐसा कोई रॉकेट साइंस नहीं है।

केन्द्र सरकार ने सुप्रीम कोर्ट में स्पष्ट कर दिया है कि SC/ST कोटा में ‘क्रीमी लेयर’ की अवधारणा नहीं लागू होगी क्योंकि वह केवल OBC के लिए थी। तो मोदी जी, OBC रिजर्वेशन तो पहले था ही नहीं, फिर वो क्यों आया और आपकी पार्टी ने उसका समर्थन क्यों किया था?

दूसरी बात, आपके वकील ने कहा कि ‘आय के आधार पर’ SC/ST आरक्षण बिलकुल नहीं होगा क्योंकि उसका आधार केवल ‘आर्थिक पिछड़ापन’ ही नहीं, ‘ऐतिहासिक उत्पीड़न और अन्याय’ है। ‘केवल’ आर्थिक पिछड़ापन कहाँ, आप तो इनकम को कहीं भी आधार नहीं मानते!

जिस EWS का आप ढोल पीटते हैं, उसमें न तो फॉर्म के दाम कम हैं, न हॉस्टल की फीस, न कोर्स फीस… तो ये दो कौड़ी का राजनैतिक झुनझुने का सामान्य वर्ग करे क्या? @narendramodi यह बताएँ कि सामान्य वर्ग के टैक्स के पैसों से फंड हो रही SC/ST आरक्षण सब्सिडी का लाभ, सामान्य वर्ग के EWS को ही क्यों नहीं मिलता?

कोई तर्क है इसका कि आप जिसे सर्टिफाइड गरीब मानते हैं, वो प्रमाण पत्र उससे माँगते हैं, उसे सत्यापित करते हैं और उसे नौ लाख से सोलह लाख तक का लोन ले कर पढ़ाई करनी पड़ती है। फिर आप 1000 SC और 1000 OBC जातियों के शून्य प्रतिनिधित्व पर मौन हो जाते हैं कि इन जातियों का आरक्षण कहाँ है?

सत्य यह है कि आपका ‘विकसित भारत’ टूटते हायवे और निम्न गुणवत्ता के 50% लोगों से भरे कॉलेजों और विद्यालयों से कभी पूरा नहीं हो सकता। आरक्षण की समीक्षा करनी ही होगी, उसे तार्किक रूप से लाना ही होगा।

१. शून्य प्रतिनिधित्व वाली जातियों की पहचान
२. EWS की SC के स्तर की आर्थिक छूट
३. न्यूनतम अंक का विधान, GC से 10% से अधिक का कटऑफ में अंतर न हो SC/ST में
४. सक्षम लोगों को फर्जी तर्क के कारण आरक्षण न दिया जाए
५. हर श्रेणी में सबसे गरीब, पिछड़े को ही आरक्षण मिले
६. हर दस वर्ष में जातियों की समीक्षा और निष्कासन, नई जातियों को लिस्ट में जोड़ना बंद करें

These extremely low scores, at which seats were actually allotted, indicate a serious crisis in academic standards. A reasonable minimum qualifying merit must be established to maintain the integrity of medical education and the healthcare system.

Forget about dialogue or discussion. So far, neither the Government nor the Opposition has said a word about this because it does not suit their agenda, and it would affect their vote banks and political interests.

Even those who are protesting today in the name of concerns about the education system are not addressing this issue because they too have political ambitions and know that speaking about it could cost them support rather than gain it.
