There has been a lot of discussion on the reasons behind the significant productivity slowdown of the past two decades. One interesting explanation came from the research done under the auspices of the OECD Global Forum on Productivity.
Our researchers found that there is a large and emerging gap between the productivity growth of frontier firms (the most innovative) and laggard or non-frontier firms.
More specifically, productivity growth of frontier firms remains high and robust, typically above 3-3.5% per year. There’s no productivity slowdown for these firms.
In contrast, productivity growth of the laggard or non-frontier firms has been growing very slowly, about 0.5% a year (see graphs).
Since the share of frontier firms is small in the economy, the slow productivity growth of laggard firms has a significant impact for aggregate productivity.

Productivity growth has been declining in the past two decades, in spite of significant technical progress and the diffusion of breakthrough innovations such as the computer and the internet.
As you can see in these graphs, the decline in productivity growth is pervasive across countries and continents.
