@clivescoggins @JonathanPieNews It would be so easy to deal with this. HMRC knows the identity of all pensioners who pay tax at the higher rate. I think it is fair to assume that anyone liable to pay that would not need the winter fuel payment. Surely, as an immediate measure, Reeves and Starmer could reset?
