FYI, I am in Batumi, Georgia right now for the FIDE World Cadets Championships and ALL spectators have to leave 5 minutes BEFORE the games start, and broadcast delay. Spectators are also NOT allowed in ALL US scholastic national championships. So this is not new.
My simple and clear solution to deter chess cheating:
1) Delay broadcast by 30 minutes
2) No electronics allowed (currently in place)
3) Spectators first 15-30 minutes only
4) 1st cheating offense = 2-5 year ban
5) 2nd cheating offense = lifetime ban
