I mentioned the other day that this ISCF/FIDE arrangement presents a conflict of interest. In hindsight, I may have been too quick to reach that conclusion because I knew very little about ISCF, so I decided to look into it.
What I found is that ISCF is as obscure as it gets. I could not find any discoverable legal registration in any of the jurisdictions I checked, including Kazakhstan, Switzerland, the UK, and the US.
I also found no published charter or statutes. Its website contains no privacy policy, terms of service, registration number, or legal address.
It almost appears that ISCF operates as an unincorporated brand or program rather than as a distinct legal entity.
The only source of information is Timur Turlov’s presentation to the FIDE General Assembly in September 2024. He stated that “in the beginning it will be a private entity,” with the goal of eventually turning it into “a real federation” by bringing in continents, national federations, sponsors, professional management, and an advisory board.
Arkady Dvorkovich then added that the legal and technical details would be worked out “in due course” by the FIDE Council. In other words, at the time the proposal was approved, FIDE itself acknowledged that ISCF did not yet have a finalized legal structure.
Two years have passed, and there has been no news on that front.
To whom, exactly, did FIDE grant “Affiliated Organization” status?
And if ISCF is intended to operate alongside FIDE while pursuing many of the same objectives, what is the rationale for creating and leading a parallel organization? More specifically, what is Arkady Dvorkovich’s interest in doing so?
Why would a FIDE President go to great length to set up an International Chess In Schools Federation outside of FIDE?
To be able to ignore FIDE election rules?
To be able to ignore CAS rulings?
To keep personal control after a lost FIDE election?

Today I woke up and learned about yet another injustice. Of course, many see the decision to move the World Junior Championship to Venezuela as a political move.

Last week I came to your country to help grow chess, and I will not allow anybody to use our success to create fear or division.
Our event set a World Record and brought in more funding than the combined FIDE budget for the Americas for several years. If anybody believes that federations can be pressured in this way, then here is my answer:
Do not worry! I know many juniors were looking forward to this event and have been preparing for it for months. They should not be the victim of politics and constant administrative failures.
If this tournament doesn’t take place in Peru as promised, I am sure that another one will be organised - and another world record will be broken!
Federations should never feel threatened because they support change. They should feel empowered, respected, heard, and supported.
In just 86 days, these tactics will finally go - they do not belong in our sport, and they do not belong in the 21st century. We cannot continue to rely on governance that creates uncertainty, instead of opportunity.
We will build bigger things. In Peru and everywhere around the world. The future of chess belongs to the players, the children, and the federations. And I will not allow anything else♟️❤️🇵🇪
