Whatever percentage is just a base drain is not really relevant to the overall system working, if we have perfect productivity by automation without human intervention.
@Pentosh1 You were basically in SF's version of Skid Row, which unfortunately is where most visitors stay and get a pretty skewed impression of the overall place. Don't get me wrong there's a huge homeless problem but they're very concentrated in a few areas.

@butbuttbuttbut@michelletandler Let's be specific: tourists go to the stretch of Powell between Union Sq and Market (which is fine). Other than that, they go to Fisherman's Wharf, the Haight, Golden Gate Park/Bridge etc. The Tenderloin, SOMA etc is not "world famous" in any sense, and tourists don't visit.

Most homeless here *are not from SF*. They become homeless in places that are (if we assume SF is the most liberal city) more conservatively run, then come here because, yes, it's slightly less awful to be homeless here. But sure, boo libs.
