Something big is developing across the Pacific.

California has now declared a statewide emergency as an unusually powerful El Niño continues to strengthen heading toward winter.

Federal forecasts cited by the state put the chance of a very strong El Niño above 90%, with a 75% chance it could reach historic strength.

And California isn’t waiting to see what happens.
