Announcement of the Second Jiangxi Provincial High-Level Talent Innovation and Entrepreneurship Competition
To vigorously attract talent through competitions and gather high-level talent to settle in Jiangxi with their projects and technologies, the Second Jiangxi Provincial High-Level Talent Innovation and Entrepreneurship Competition (hereinafter referred to as “the Competition”) is hereby organized. Relevant matters are now officially announced as follows:

4.Competition Tracks & Eligibility
4.1 Tracks
Focused on implementing the “1269” Action Plan for the Modernization of Key Manufacturing Industrial Chains in Jiangxi Province, six tracks are set, each with a dedicated theme: Electronic Information, Non-ferrous Metals, Equipment Manufacturing, New Energy, New Materials and Biomedicine.
4.2 Venues
Each track consists of three rounds: Preliminary, Semi-final, and Final. Preliminary & Semi-final rounds are hosted by the relevant prefecture-level cities: Electronic Information in Nanchang, Non-ferrous Metals in Yingtan, Equipment Manufacturing in Fuzhou, New Energy in Shangrao, New Materials in Pingxiang, Biomedicine in Yichun. Host cities may, based on the geographic concentration of projects entering the semi-final, hold the semi-final in a city outside Jiangxi Province.
Final round will be held in Nanchang, organized by the Competition Organizing Committee and undertaken by the Jiangxi Provincial Small and Medium-sized Enterprise Development Promotion Center.
4.3 Participants & Eligibility
Each track has two participation categories: Enterprise Group and Maker Group. In Enterprise Group, participants must be registered enterprises whose projects possess independent intellectual property rights (IPR) related to the product or technology. In Maker Group, participants are individuals or teams that have not yet registered an enterprise, hold scientific and technological innovation achievements and business plans, and whose competition projects include creative ideas, products, technologies, etc.
4.3.1 Enterprise Group Eligibility
(1) The participant must be the primary founder or principal shareholder (largest shareholder or largest natural-person shareholder, with equity <including technology equity> not less than 10%), or the core technology holder holding technology equity;
(2) The participant should demonstrate strong innovation and entrepreneurship capabilities, as well as ability in technology transfer, market development, management, and resource integration, with high potential for creating new technology pathways, business models, and industrial forms;
(3) The participant should have a cohesive, well-structured startup team with aligned goals;
(4) The project must already be on the market, have good growth potential, possess independent IPR without disputes, and have no adverse records.
4.3.2 Maker Group Eligibility
(1) The individual or team leader generally holds a bachelor’s degree or above; the core team should not exceed five members in principle;
(2) For exceptionally outstanding performers or talent in urgently needed fields, the educational requirement may be appropriately relaxed upon review by the host units;
(3) The ideas, products, technologies, and related IPR of the project must belong to the core team members, with no IPR disputes with other entities or individuals;
(4) Corporate innovation projects are not eligible for the Maker Group.
4.3.3 General Rules
(1) The same or similar projects from the same enterprise shall not be registered repeatedly;
(2) Projects that have won first, second, or third prizes in the 1st Jiangxi Provincial High-Level Talent Innovation and Entrepreneurship Competition are not eligible;
(3) Any participant found to have plagiarized others’ innovations or used other improper means to obtain awards will be disqualified immediately upon discovery.
5. Competition Process
The competition consists of four stages: Registration, Preliminary, Semi-final, and Final.
5.1 Registration (by August 10, 2026)
Participants may register directly via the official competition website (https://t.co/x03RgfZdPO) or through the “Talent Jiangxi” website (https://t.co/RN2A0Kbcsx) via the competition link. The competition does not charge any fees. Participants must submit complete registration materials and are responsible for the accuracy and authenticity of the information. Concealment of information or falsification will result in disqualification. Registration period: May 20 – August 10, 2026.Projects not registered and submitted on the official website within this period will not be accepted.
Relevant prefecture-level cities will conduct qualification review and determine the list of projects entering the preliminary round for each track.
5.2 Primary Round (by August 30, 2026)
The organizing cities for each track shall form a review panel to evaluate and score all materials of projects entering the preliminary round. The evaluation will focus on technical achievements, market prospects, and compatibility with Jiangxi’s industrial development. Based on scores:
Enterprise Group: Approximately 30% of preliminary-round projects (maximum 100) will advance to the semi-final.
Maker Group: Approximately 20% of preliminary-round projects (maximum 50) will advance to the semi-final.
5.3 Semi-final (by September 30, 2026)
Each track invites experts to form a review panel, including industry experts, venture capital professionals, and entrepreneurs. The evaluation will focus on project innovation, industrialization potential, willingness and feasibility of settling in Jiangxi. It will be conducted via offline roadshow and on-site Q&A, including four segments: self-presentation, project roadshow, expert questions, and on-site scoring. For overseas projects, a flexible online sub-competition may be arranged. The entire process will be video-recorded. Approximately 50% of semi-final projects (in each group) will advance to the final.
During the semi-final, the organizing city shall provide free accommodation and meals for participants. For participants from outside Jiangxi, round-trip transportation expenses shall also be reimbursed based on actual receipts. After the semi-final, each organizing city shall engage a third-party agency to conduct due diligence on projects proposed to advance to the final.
5.4 Final (by November 15, 2026)
Each track invites experts to form a review panel (industry experts, venture capital professionals, entrepreneurs). The evaluation will focus on project innovation, industrialization potential, willingness and feasibility of settling in Jiangxi. It will be conducted via offline roadshow and on-site Q&A, including self-presentation, project roadshow, expert questions, and on-site scoring. The entire process will be video-recorded. Final scores will be determined based on the evaluation.
The Organizing Committee shall provide free accommodation and meals for finalists. For participants from outside Jiangxi, round-trip transportation expenses shall be reimbursed based on actual receipts.
6. Incentive Policies
6.1 Award Settings
Enterprise Group (per track):
First Prize: 2 winners – RMB 300,000 each
Second Prize: 4 winners – RMB 150,000 each
Third Prize: 10 winners – RMB 80,000 each
Excellence Award: All other finalists – RMB 20,000 each
Maker Group (per track):
First Prize: 1 winner – RMB 300,000
Second Prize: 2 winners – RMB 150,000 each
Third Prize: 5 winners – RMB 80,000 each
Excellence Award: All other finalists – RMB 20,000 each
6.2 Financial Policies
6.2.1 Investment Support
Projects winning first, second, or third prizes in the final that settle in Jiangxi shall receive equity investment from the policy-oriented direct investment fund under the Jiangxi Provincial Modern Industry Guidance Fund: up to RMB 20 million for First Prize, up to RMB 8 million for Second Prize and up to RMB 3 million for Third Prize. For award-winning projects of significant strategic value to Jiangxi’s industrial development and technological innovation, the investment amount may be determined on a case-by-case basis. Additionally, matching equity investment shall be provided by the local government guidance fund of the project’s host city.
6.2.2 Credit Support
Credit loans for the enterprises of award-winning final projects: up to RMB 80 million for First Prize, up to RMB 50 million for Second Prize, up to RMB 40 million for Third Prize and up to RMB 30 million for Excellence Award. Individual award winners may receive low-interest personal credit loans of up to RMB 3 million. A green channel for credit approval shall be opened, with priority processing, fast review, and timely disbursement.
6.2.3 Listing Support
Growth enterprises with listing intentions and potential shall be given priority for inclusion in the Provincial Key Listing Reserve Enterprise Database. Specialized training and coaching shall be provided by experts from stock exchanges and intermediary agencies to help enterprises with capital matching. Qualified enterprises shall be supported in applying for Initial Public Offering (IPO) and assisted in resolving related issues. Qualified enterprises shall be supported in listing on the National Equities Exchange and Quotations (NEEQ) via the “green channel” mechanism of the regional equity market, opening a fast track for innovative enterprises to enter the capital market.
6.3 Talent Policies
6.3.1 Talent Recognition
For the project leader (ranked first in the project team):
First Prize winner: If meeting the basic application criteria of the “Ganpo Talent Program”, directly admitted to the program; One-time subsidy: RMB 300,000 – 600,000; Project funding: RMB 1 million – 2 million; Recognized as Provincial Class C Talent, with corresponding support policies.
Second Prize winner: Directly admitted to the “Ganpo Outstanding Talent Support Program”; Recognized as Provincial Class D Talent.
Third Prize winner: Directly recognized as Provincial Class E Talent.
Condition: The above talent recognition policies apply only after the award-winning project has registered an enterprise in Jiangxi and been in operation for one full year. For enterprises already registered in Jiangxi, these policies will be enjoyed after one full year of operation.
6.3.2 Professional Title Evaluation
For First and Second Prize winners (ranked first): The restrictions on education, seniority, status, and promotion steps may be lifted; Eligible to directly apply for senior professional titles via a “case-by-case” review; Competition awards shall be included in the performance scope for professional title evaluation.
6.4 Project Settlement Services
A database of competition-settled projects shall be established. The prefecture-level city, county (city/district), or development zone (park) where the project settles shall assign dedicated service officers. These officers shall comprehensively utilize talent support policies, industrial development funds, etc., to provide full-cycle, all-round project settlement services and guarantees.

Phoenix TV: The 79th World Health Assembly (WHA) will open on May 18. Taiwan has not yet been invited to attend. Does the Chinese government have any comment on that?
Guo Jiakun: There is but one China in the world. Taiwan is an inalienable part of China’s territory. The Government of the People’s Republic of China is the sole legal government representing the whole of China. China’s position on the Taiwan region’s participation in the activities of international organizations, including the WHO, is consistent and clear. That is, this must be handled in line with the one-China principle, which is also a fundamental principle recognized by UNGA Resolution 2758 and WHA Resolution 25.1.
China’s Taiwan region, unless given approval by the Central Government, has no basis, reason or right to participate in the WHA. Due to the DPP authorities’ persistent separatist stance, the political foundation for the Taiwan region to participate in the WHA no longer exists. To uphold the one-China principle as well as the sanctity and authority of relevant UNGA and WHA resolutions, China has decided not to approve the Taiwan region’s participation in this year’s WHA. Any attempt to play the “Taiwan card” for political manipulation in defiance of the one-China principle is doomed to fail.
