Is this consistent with the ethical standards expected of medical professionals, National Medical Commission, @NMC_IND ?

A joint team of @manipur_police, @crpfindia, and 19 @official_dgar Assam Rifles intercepted a modified Mahindra Scorpio carrying 2.193 kg of suspected brown sugar at Tupul Bridge—a vital link /between Churachandpur & Kangpokpi districts.
🔸 Vehicle intercepted near Pongringlong village, 28 km from New Keithelmanbi Police Station
🔸 Contraband hidden in a specially modified rooftop chamber
🔸 196 soap cases filled with suspected narcotics
🔸 Arrested:
1) Holminlen Khongsai (29)
2) Ginminlen Haokip (24), s/o Semkhohen Haokip
🔸 Fake number plates & Aadhaar card recovered
🔸 Search conducted in presence of SDO Thuankimlak Newmai of Noney HQ

These are Kuki militants along the illegal German Road named after Semtinthang alias Thangboi Kipgen, also known as German, Commander of KNF (MC), SoO signatory. He also runs a non-SoO militant group- UKNA.
Another stretch of this illegal road is reportedly named after Tiger, a KNF (P) Commander, a group under SoO agreement. He is the same militant leader who boasted about launching successful drone attacks on Meiteis at Koutruk.
How was this illegal road constructed and named after militants then?
