Today, during the Question Hour in the Assam Legislative Assembly, I urged the Hon'ble Revenue Minister to review and amend the existing guidelines governing the grant of ex gratia assistance to victims of accidents and natural calamities, so that deserving families receive timely and adequate support.
I am encouraged that the Hon'ble Speaker appreciated the importance of this issue, and the Hon'ble Minister responded positively, assuring the House that the matter would be given due consideration. I remain committed to raising issues that directly impact the welfare and well-being of the people of Assam.
Due to the Assembly session, I was in Guwahati yesterday. However, my team visited Putabhog village under Ganakdoloni Panchayat in my Bihpuria constituency and distributed financial assistance and essential relief materials to flood-affected families on my behalf.
The ₹6 crore geo-tube embankment project along the Sesha River is progressing steadily. I am hopeful that once completed, it will provide lasting protection to Putabhog and greatly reduce the threat of floods and erosion in the coming years.
Even when official responsibilities keep me away, my commitment to the people of Bihpuria remains unwavering.
Mahapurush Srimanta Sankardev and Mahapurush Sri Sri Madhavdev are not merely figures of the past. Their timeless creations, values, and philosophy continue to guide our present and inspire our future.
Today, I had the opportunity to raise this important issue in the Assam Legislative Assembly and offered a few constructive suggestions to the Government for the preservation, promotion, and wider dissemination of their invaluable cultural and spiritual legacy, so as to enhance the knowledge and awareness of the present and future generations.
Today, I had the privilege of meeting Hon'ble Health Minister Shri Ashok Singhal Dangoriya and submitted a detailed list of vacancies in various hospitals across my Bihpuria constituency.
I requested his kind intervention to strengthen healthcare services by filling these vacant posts so that the people of Bihpuria receive better and more accessible medical care.
I am pleased to share that his response was very positive. He has assured me that he will visit Bihpuria constituency soon to assess the situation firsthand and take note of the requirements. I look forward to working closely with him to further improve our healthcare infrastructure and services.

Today, as the Chairperson of the Departmentally Related Standing Committee (D), I had the privilege of presenting the Committee's Report on the Demands for Grants of various departments in the Assam Legislative Assembly. It is an honour to contribute to the legislative process and uphold the principles of transparency, accountability, and effective governance in the service of the people of Assam.
Today, along with the Chairperson of Narayanpur Municipal Board under my Bihpuria Legislative Assembly Constituency, I had the privilege of meeting Hon'ble Minister for Urban Development, Sri Kaushik Rai, and discussing various developmental projects for the area. The Hon'ble Minister responded very positively and assured his support for the timely implementation of these initiatives aimed at strengthening urban infrastructure and improving public amenities in Narayanpur.
Before leaving for Guwahati this morning to attend the Assam Legislative Assembly session, I had the pleasure of meeting people at my Bhogpur residence.

Yesterday, I had the privilege of inaugurating the valedictory ceremony of the Summer Bhaona Workshop, organised by Madhavdev Natya Gosthi at Letekupukhuri, the sacred birthplace of Mahapurush Srimanta Madhavdev.
Bhaona, introduced by Mahapurush Srimanta Madhavdev, is far more than a traditional theatrical art form—it is a timeless embodiment of our spiritual heritage, cultural identity, and enduring values. Workshops like these play a vital role in inspiring the younger generation to embrace our rich traditions while ensuring the preservation and continued growth of this invaluable legacy.
I extend my heartfelt appreciation and best wishes to the organisers, mentors, artists, and all the participants for their dedicated efforts in nurturing and promoting our cherished cultural heritage.
Addressed a press conference at the Lakhimpur Press Club on the Assam Budget 2026–27 presented during the 16th Assam Legislative Assembly.
The budget reflects the Hon'ble Chief Minister Dr. Himanta Biswa Sarma-led Government's unwavering commitment to inclusive development, infrastructure expansion, employment generation, agriculture, education, healthcare, and the overall welfare of the people of Assam.
The press conference was attended by Sri Rishiraj Hazarika, MLA, Sri Shymal Sarma, President, BJP Lakhimpur District, and Sri Jiten Dutta and Sri Santanu Buragohain, General Secretaries, BJP Lakhimpur District. Together, we highlighted the key features of the budget and discussed how its people-centric initiatives will accelerate the development of Lakhimpur district and Assam as a whole.
A major flood and erosion protection project has commenced along the vulnerable stretches of the Checha River under Simoluguri-Ganakdalani Panchayat. The project, with an estimated cost of around ₹6 crore, involves the installation of geo tubes over a stretch of nearly 4 kilometres to provide a long-term solution to the recurring problem of flood and riverbank erosion.
Today, I visited the project site along with the Executive Engineer, departmental officials of the Water Resources Department, and representatives of the Panchayat to review the progress of the work. During the inspection, I emphasized the importance of maintaining high quality standards and ensuring the timely completion of the project.
Our government remains committed to protecting the lives and livelihoods of the people by implementing sustainable measures to mitigate the impact of floods and riverbank erosion.

Our students clinched all 4 Gold medals at the International Chemistry Olympiad in Uzbekistan and followed it up with 1 Gold and 3 Silver medals at the International Biology Olympiad in Lithuania.

I am delighted to share that Smti. Kaberi Borah of Bihpuria College has secured First Position in the recently declared results of the essay writing competition organized by the Mahapurush Madhavdev Study, Research and Intellectual Awakening Council, under My patronage.
The competition was held on the theme:
"The Relevance of Mahapurush Srimanta Madhavdev's Spiritual Philosophy in Contemporary Society."
As the winner, Smti. Kaberi Borah will be felicitated with a cash award of ₹51,000, a certificate, and other honours in recognition of her outstanding achievement.
This initiative was conceived with the objective of taking the spiritual philosophy, timeless values, and humanistic ideals of Mahapurush Srimanta Madhavdev to the younger generation. I firmly believe that such creative and intellectually enriching competitions inspire students to engage deeply with our rich cultural and spiritual heritage while nurturing critical thinking and academic excellence.

This morning, I had the pleasure of meeting Master Barua Maneet Kashyap, a talented young archer from Madhupur village in my Bihpuria constituency, at my Guwahati residence.
At less than 10 years of age, Maneet has already made Assam proud by winning a Silver Medal at the national level, besides securing several medals in state-level competitions. His exceptional talent, dedication, and passion for archery at such a young age are truly admirable.
With the dream of representing India on the international stage, Maneet sought my support to procure a high-performance competition archery set, which costs more than ₹4 lakh.
I assured him of my wholehearted support and every possible assistance in helping him pursue his dream. I extend my best wishes to this young talent and firmly believe that one day he will bring greater glory to both Assam and the nation through his achievements.
Sharing a few glimpses from yesterday, when I had the privilege of chairing all eight meetings of the Departmentally Related Standing Committee (DRSC–D) of the Assam Legislative Assembly in my capacity as Chairman, in the presence of the Hon'ble Members of the Committee.
The Committee held detailed deliberations with the departments of Soil Conservation, Transport, Transformation & Development, Political (Home), Mines & Minerals, Administrative Reforms & Training, and Skill, Employment & Entrepreneurship. Senior officials from all these departments were present and actively participated in the discussions.
Our deliberations focused on reviewing the performance of these departments, assessing the progress of key initiatives, and discussing future priorities to strengthen governance, enhance transparency and accountability, and ensure more efficient and people-centric public service delivery.
Today, I had the privilege of presiding over the first meeting of the Departmentally Related Standing Committee (DRSC–D) as its Chairman, in the presence of the Hon'ble Members of the Committee from the Assam Legislative Assembly.
During the first session, the Committee held detailed and productive discussions with the Departments of Political, Mines & Minerals, Administrative Reforms & Training, and Skill, Employment & Entrepreneurship on various policy, administrative, and developmental matters. This afternoon, the Committee will reconvene for its second session to review and deliberate on the functioning, implementation of schemes, policies, and developmental activities of four other departments.
Preparations are underway for the 96th Annual Conference of Srimanta Sankaradeva Sangha, to be held in Lakhimpur in February 2027.
Today, along with the Sangha leadership, the Reception Committee and all MLAs from Lakhimpur district, I had the privilege of meeting Hon'ble Chief Minister Dr. Himanta Biswa Sarma to discuss the preparations. The Hon'ble Chief Minister assured his full support for the successful organisation of this historic event.

The character of the various north bank tributaries of the Brahmaputra has changed significantly over the years due to deforestation and frequent landslides in the upper catchments of Arunachal Pradesh. As a result, heavy silt deposition has reduced the carrying capacity of these rivers, making them wider and increasing the risk of floods and erosion.
During my speech in the Assam Legislative Assembly, I highlighted this critical issue and urged the Government to take long-term measures for sustainable river management and flood mitigation.
I sincerely thank Hon'ble Water Resources Minister Sri Sushanta Borguhain for his positive response on the floor of the House. I am confident that our Government, under the leadership of Hon'ble Chief Minister Dr. Himanta Biswa Sarma, will take the necessary steps to address this long-standing concern in the interest of the people of Assam.
Today, I had the privilege of meeting Hon'ble Chief Minister Dr. Himanta Biswa Sarma along with a delegation from the North East Small Tea Growers' confederation , Small Tea Growers' Council–Assam, and the All Bodoland Small Tea Growers' Association.
During the meeting, we placed before the Hon'ble Chief Minister several important issues and demands concerning Assam's small tea growers. He listened attentively to our concerns and assured us of the Government's full support in safeguarding the interests of small tea growers and taking the necessary steps for their overall welfare and development.

I express my profound grief at the passing of eminent litterateur Smt. Geeta Upadhyay, a distinguished writer, recipient of the Padma Shri, and a two-time Sahitya Akademi Award laureate. I pray for the eternal peace of her departed soul and extend my heartfelt condolences to her bereaved family and admirers.
Her demise is an irreparable loss to the literary world of Assam, and her remarkable legacy will continue to inspire generations to come.
