So, it depends on what the intention is.
The aggregation shown here, would answer per data point: "This is the number of people the last 24 hours, on a 20-minute average"
Looking at the last data point at 23:00, the value is 60. So, it means that today's Average gym-goers are 60 / 20min = 180 / h.
This makes it obvious that the leading statement "I use this to check when the gym is busy" doesn't make sense. This is not suitable for the purpose.
It could give other insights though, as shown above. You could do 180 * 24 to get the total number of gym-goers today. So, you could use it to see which weekday is the busiest... but, this isn't the way to show that either...

Games long ago pales in comparison to the complexities of modern games. Now, imagine in-house engine, TEAMS of developers, near-infinite hardware combinations, and making a AAA(+?)-title.
The days when games "just work" on day 1 have long past. Your fellow gamers are impatient children, demanding faster and faster releases. And the "suits" want return on their investment. So, most things become rushed buggy messes.
