Both Phoebe and Deborah are disqualified from being pastors. Paul and Peter would certainly know that.

It always refers to a servant OR someone who occupies the office of a deacon. For instance, Jesus is called a diakonos but he came to serve NOT to hold the office of a deacon in church.
