The chart is year to date, so it’s not omitting any information, it’s comparing where VA was at this time last year to where it is this year.

1) Crime Reporting isn’t a perfect picture of crime overall, because many crimes go unreported. If you want estimates look at the NCVS.

2) by all indications crime is down across VA. (NIBRS, VSP, or RTCI). See screen grab.
