How did Pedro Sánchez - no budget, no majority - manage to place Teresa Ribera at the top of the Commission? Some clues:

1. Spanish understood early on weakness in politics is relative to the rest. The European elections changed everything. Macron was in limbo and Scholz's SPD doing far, far worse. Sánchez's problems didn't look so bad in comparison.

2. Von der Leyen. Sources I consulted speak of an excellent bilateral relationship. Talks intensified over the past three weeks. VdL owed the European socialists a big job after their support in the EP parliament. She also wanted female candidates, a request that was largely ignored by the big countries, and later rewarded.

3. The context: If 2019 was all about going green, this time around it was about competitiveness. The two couldn't run separately. The Spanish, I'm told, were clear they wouldn't take a diluted green portfolio with no real power.

4. Ribera herself. Her profile rose during the energy crisis & had full backing of the Spanish government. There was no alternative, no plan B, I was told. As the Breton saga showed, ultimately it's about whether your boss is willing to fight for you or not.

5. The irony of this whole thing is you have a PM that finds it easier to operate abroad than at home, where the government is struggling to get key legislation over the line & is extremely polarizing.
