Start with the unions. The team members at the transport workers union (TWU) didn't know their Australia Post/Startrack members were Commonwealth employees.

Make them accountable for their deception. A Victorian Government acting on a National plan, could not advise a Commonwealth entity, that it was a Commonwealth entity and exempt from its health directive. How does a Commonwealth entity also not know its a Commonwealth entity?
