People often say "the Navy was here first." The first airplane landed at NAS Whidbey in August of 1942. Colonel Isaac Ebey moved to Admiralty Inlet October 1850 claiming 650 acres under the Donation Land Act writing his wife to prepare to move west with their sons.
Dr. Sherri Motzel, Director of Laboratory Animal Resources at Merck Research Laboratories, on the effects of noise, vibration, and sound observed that in some animals "effects are observed across a range of frequency, intensity, and duration that is much broader than in humans."

“The Navy has an important job, and it’s critical that their pilots and crews have the opportunity to train,” Ferguson said “That does not relieve the federal government of its obligation to follow the law and avoid unnecessary harm to our health and natural resources.”
