Yes its a foul on Raya, but Arsenal have literally built a title challenge on set pieces where they have done exactly the same thing and got away with it. @Matt1052 I could literally show you hundreds of clips of holding in the box that are not given.... is it right probably not, but they are rarely given. Keane on the other hand goes over the ball and Doku is very lucky not to get a serious injury.
