At the center is Senator Bato Dela Rosa, former police chief and chief architect of Rodrigo Duterte’s bloody drug war, now facing an ICC arrest warrant over crimes against humanity tied to thousands of killings. After news of the warrant broke, Dela Rosa disappeared, resurfaced inside the Senate under the protection of allied senators, escaped again amid staged chaos inside the Senate complex, and remains beyond the reach of authorities.

The incident with Senator Bato is tied to a larger political operation: shielding Vice President Sara Duterte from an impeachment trial that threatens to devastate her 2028 presidential ambitions. That is why control of the Senate suddenly became existential.

In one week, the Philippines saw an ICC fugitive sheltered in the Senate, a Senate leadership coup, staged gunfire inside the Senate complex, and an escalating struggle over whether Philippine institutions will uphold accountability against the Dutertes and their allies — or collapse to serve their political self-preservation.
