@nickmacpherson2 I am also puzzled. The way for a minister to give feedback to the junior ticks is to tell their Permanent Secretary what shockers they are. Perm Sec then delivers the bollocking, erm points out areas for development in a structured appraisal interview.
If he didn’t think he broke the COVID rules, why did he pay the fine? He was entitled to refuse to do so and, if charged, could have set out his defence in court. Paying the fine whilst denying the offence is just more cakeism.
