We held a meeting with the Mombasa County Assembly Committee on Finance & Budget Appropriation to deliberate on the improper public participation in the county budget making process following their response to a petition filed earlier.
Some of the key issues discussed include close & tight timelines of CFSP & Program-Based Budget Estimates (PBB) public participation, with network members questioning if public views from CFSP Public Participation are considered when drafting the Program-Based Budget Estimates

We joined the IRI Youth Cohort Msa for a joint CSO-County Assembly roundtable meeting. The engagement focused on collaborating to strengthen oversight by creating a joint platform to identify governance risks & ensuring budget priorities align with community lived- realities.
In January 2025, the Coast Civil Society Network for Human Rights petitioned the Senate on a matter that should never have required a petition in the first place: the continued inaccessibility of public buildings in Mombasa for persons with disabilities.
The Senate Standing Committee on Labour and Social Welfare, where I serve as Vice Chairperson, convened key stakeholders, including Alice Wahome, Cabinet Secretary of the Ministry of Lands and Public Works, Housing and Urban Development, and the petitioner, to interrogate this long-standing issue.
While the Cabinet Secretary reported that technical teams have now been deployed across all 47 counties to audit public buildings, compliance notices to building owners are still pending. A comprehensive report of further interventions her Ministry is taking, including timelines, budgets, and specific recommendations, is also awaited. This has all been promised by the end of April, which we will be following up on keenly.
The question before us is not only what is being planned, but why nothing has been delivered since this year-long petition.
It has been nearly a year since the enactment of the Persons with Disabilities Act, 2025. Implementation should be evident. Institutions cannot wait to be reminded to do what is already required of them. The time for “we are planning” must give way to “we have done.” #VIP
3.The State Department of Housing is procuring a Ksh 43.7M lift for Bima Towers, with CS Lands to issue a status update in 5 days. Once the report is tabled, all responsible institutions will be summoned to commit to repair timelines. Compliance must start from the top.
