Good evening, comrades.

Having personally experienced the presence and accountability approach of Hon. @BalaamBarugahar in my district, I can confidently say that communities can sometimes be very difficult to rely on when emotions, misinformation and personal interests come into play.

Someone can pick up a microphone and make accusations against a public officer based on matters they may not fully understand or have sufficient knowledge about. My assurance to you, fellow commissioners, is that when Hon. Balaam is in your territory, no one should assume that they are automatically safe from scrutiny—particularly where the conduct of public officers or the concerns raised by communities require accountability.

At the same time, we must appreciate that public officers can sometimes become targets of personal dislike. Someone may naturally hate you even when you are diligently performing your duties, and they may use a public rally to smear your reputation, leaving you with little opportunity to defend yourself in that moment.

Therefore, let us continue executing our mandates diligently, professionally and within the law. Where we remain guided by the law, principles of public service and integrity, I am confident that Hon. Balaam will always stand for fairness and accountability.

I vividly remember the incident when some members of the community confronted Hon. Balaam, accusing the RDC of chasing people away from land that had reportedly been procured through the Office of the Prime Minister. During the telephone conversation, Mama asked a simple but powerful question that immediately changed the atmosphere:

“Why are you accusing my RDC over land bought by the Office of the Prime Minister?”

That moment demonstrated the importance of separating genuine public concerns from accusations based on misinformation.

As commissioners and public servants, our greatest protection should be professionalism, adherence to the law, transparency and faithful execution of our mandate. Let us do our work diligently and allow facts, evidence and the law to speak for us.

The Permanent Secretary, @Mglsd_UG, @AggreyKibenge, today joined his counterparts, Dr. @DianaAtwine of @MinofHealthUG and Dr. Kedrace Turyagenda of @Educ_SportsUg, to officiate the functionalization of the Social Service Committees (SSCs) in Kyotera District.

The SSCs will strengthen community ownership of government services, enhance the delivery of integrated social services, reinforce grassroots accountability through parish structures, and promote coordinated service delivery across the health, education, local government and community development sectors.

Kyotera is the third district to operationalize the SSCs under the Community Health Extension Workers (CHEWs) Programme, following Namutumba and Mayuge.

PRESS STATEMENT – FOR IMMEDIATE RELEASE

Public servants are not eligible to contest in Local Council elections unless they have lawfully vacated public office.

The Ministry of Local Government reminds all public servants—including teachers, health workers, administrative staff, extension workers and other government employees—that they must resign from public service at least 30 days before nomination if they wish to contest for any Local Council position, as required under Section 129(5) of the Local Governments Act.

Public officers are required to remain politically neutral while in office. Any participation in partisan political activities, including contesting for elective political office without first resigning, is contrary to the law.

The Ministry will work closely with the Electoral Commission and other relevant authorities to ensure full compliance and calls upon all Ugandans to participate peacefully in the ongoing Local Council elections.

To all our esteemed Local Government leaders -Chairpersons LC V, City Mayors, Division Mayors, Town Council Mayors, and Sub-County Chiefs:

I wish to share the guidance I received from the Chief of Defence Forces and Senior Presidential Adviser on Special Operations, General @mkainerugaba , on the importance of naming all our streets and roads in our Cities, Divisions, Municipalities, Town Councils, and other urban areas.

Proper naming of streets and roads will greatly assist in easy location, emergency response, security operations, service delivery, urban planning, investment, and other important national operations.

You are therefore directed to ensure that all streets and roads within your areas of jurisdiction are officially named by 30th August 2026.

In this important exercise, Local Governments should consider honouring distinguished personalities who have made significant contributions to Uganda, Africa, and humanity, including:

• Traditional rulers and cultural leaders
• Kings and eminent historical figures
• NRA liberation and resistance heroes
• UPDF heroes and distinguished national servants
• Former Presidents and national leaders
• Outstanding Ugandans in public service, education, science, business, sports, arts, culture, and community development.

All Local Governments should submit the approved list of names and Council resolutions to the Office of the Permanent Secretary, Ministry of Local Government, and ensure that the respective street name signs are installed before 5th September 2026.

Finally, let us continue keeping our Cities, Municipalities, Town Councils, and communities clean. A clean environment reflects good leadership, effective service delivery, and respect for our citizens.
