@IiGalliad ME3 was 2012, Andromeda was 2017. I don't think it was shevled because they overhauled the system. I believe they were working on it before the announcement. But I could be wrong. If it was shelved it wasn't for very long.

Andromeda got Mass Effect shelved. It was suppose to be a new trilogy.
Anthem was a live service game that over promised and under delivered. It was DOA.
Well Veilguard, need I same more? It was the death knell for BioWare.
But nobody saw BioWare closing down. It's a complete shock to the system!

I get why people feel the way they do about the game. CDPR shit the bed with it's release. They fix and overhauled the game. It's way better now that what we got on launch day. It's still doesnt excuse releasing an incomplete game. Also, I've been playing the TTRPG since 89. So I'm willing to give them more a little more grace then others.
