If HMRC later find that the person has not disclosed all earnings then, and only then, do courts and jail time come into it.

@DrRanj What MPs like this will never grasp is the long term damage to the health of many people created by their own policies. Lower living standards leads to stress, poor diet and limited life choices for millions.
