Increase sell side demand and drop the market. How about a $10,000+ grant for property owners to sell below certain prices?

Everyday there’s a new article about housing affordability. If house prices are too expensive why is every grant and scheme increasing buy side demand? IF you really want to make housing affordable wouldn’t it make more sense to incentivise property owners to sell?
