One of the strangest things about visiting Singapore is how little police presence there is. It has a reputation as a strict "police state" but you can go days without seeing a single officer.
The difference is cultural. Many people view fare evasion the same as not paying a tab at a restaurant, and they are raised to view that as unacceptable no matter their income or social status.
There's a very high level of social trust, and that shared expectation does much of the work that most places would require constant and expensive policing to achieve.
When you create an orderly society and high trust population you don't need to spend ridiculous amounts on enforcement and the maintenance of dealing with degeneracy.
