Context.
To understand Jesus' answer in verse 5, we have to look closely at what Nicodemus just asked in verse 4:
"How can a man be born when he is old? Can he enter a second time into his mother's womb and be born?"
Nicodemus is thinking purely in terms of physical biology. He is picturing a literal, physical birth process. When Jesus responds in the very next sentence by saying you must be "born of water and the Spirit," proponents of this view argue Jesus is directly addressing Nicodemus’s two-birth dilemma:
Born of water = The first birth Nicodemus mentioned (emerging from the water of the womb).
Born of the Spirit = The second birth Nicodemus is confused about.
The strongest argument for this interpretation is that Jesus immediately clarifies his own statement in the very next verse (John 3:6). He sets up a strict parallel to explain what he means by "water and Spirit":
"That which is born of the flesh is flesh..."
"...and that which is born of the Spirit is spirit."
He drives this home in verse 7 by saying, "You must be born again"—or translated from the Greek anothen, "born from above."

You are right that Episkopos is overseer. But it is not Bishop.
The church changed many words thereby changing the meaning of the passage - changing the word of God for their own selfish desires. But lets see if you would acknowledge the following truth:
Did the church change these words in the bible to ones of their own:
Elder --> Priest
Overseer --> Bishop
Repentance --> Penance
Congregation --> Church
Love --> Charity
Acknowledge --> Confess
Favor --> Grace
Mystery --> Sacrament
Cup --> Chalice
Table --> Altar
Appoint --> Ordain
Sectarian --> Heretic
You still don't get it. The Roman cathoolic church changed terms. Bishop does not exist, the actual term is Elder.
Church is also one of the words that isn't translated directly. The Greek word for church is κυριακόν (kyriakon). However the word used by Christ is ἐκκλησία (ekklesia).
It does not say the church is the pillar of truth. It says the community of believers is. Thr word ekkelasia does not mean church. Thats a translation the catholic church made among others.
And it also doesn't teach the church can teach by letter or word. Only the apostles could do that. The Roman church puts itself on th3 same level as the apostles but even in the bible many churches that the apostles established grew corrupt and needed correction. Paul didn't say to the churches they may teach. No he said they should listen to what the apostles taught or wrote.
And speaking infellibly is made up. It was derived from a collection of Papal Bulls.
