Government readies $900m in support for homegrown satellite-to-mobile access
TOKYO -- The Japanese government is expected to provide 150 billion yen ($926 million) in subsidies to a Rakuten Group-led consortium that will develop a homegrown satellite communications network, Nikkei has learned.
A formal decision by the Ministry of Internal Affairs and Communications is expected soon. The subsidies will be provided over the course of three years.
Rakuten, whose businesses include wireless communications and e-commerce, will partner with U.S. satellite communications company AST SpaceMobile to build a direct-to-mobile satellite network in Japan.
The government will subsidize equipment procurement, as well as the establishment of ground facilities for launching and controlling a constellation of multiple low-orbit satellites.
The ministry saw an economic security need to support the creation of a Japanese-operated network like SpaceX's Starlink. No companies besides Rakuten's consortium appear to have applied for the aid.
Rakuten Group plans to form a new joint venture with AST SpaceMobile to handle satellite operations in Japan in 2026, billionaire Chairman and CEO Hiroshi Mikitani told Nikkei in an interview.
Satellites enable communication when infrastructure on the ground is damaged in disasters. After Japan's Noto Peninsula earthquake in 2024, Starlink was used until cable connections were restored.
Direct-to-mobile satellite networks can also provide access to communication in places where needed infrastructure is difficult to install, such as mountainous areas and remote islands.
Starlink operator SpaceX and other companies outside Japan now hold a dominant position in satellite communications, posing a risk of overreliance on a foreign networks.
The ministry said last Wednesday that it would allow direct satellite communications in the 700-megahertz band in preparation for the new project. The ministry plans to revise relevant regulations in September.
